FIGHTER PROCUREMENT NEWS ROUND-UP

Algeria
Algeria is reportedly negotiating a USD $12 billion
deal with Moscow which allegedly could include
the SU-75 Checkmate or the SU-57. These reports
come from back of Algeria signing its largest defence
budget bill in its history.
Argentina
In 2022, it was announced that USD $684 million
has been allocated to procure new fighters. As of
latest, the JF-17, F-16, Tejas and MiG-35 are the prime
contenders.
Australia
Australia continues to receive deliveries of F-35s
which it has ordered 72. Full order is expected to be
completed by end of 2023.
Austria
It has been reported that Austria is considering the
F-35 to replace its Eurofighter after 2030 following
USD $15.5 billion defence budget approval through to
2027.
Bahrain
Bahrain is set to receive F-16Vs in 2024. A total of 16
aircraft are expected to be delivered in batches of
four until 2025. This is done under a USD $1.1 billion
contract with Lockheed Martin.

Belgium
Due to the pandemic, Belgium’s 34 F-35s order is
expected to be subjected to some delay as only two
of the four are to be delivered this year. Deliveries of
four to five aircraft per year are expected to resume
in 2024.
Botswana
As of latest, it has been reported that Botswana is in
talks with HAL to acquire Tejas fighters.
Brazil
Brazil is currently pondering the possibility of
expanding its 36 Gripen order. The 36 order is
expected to be fulfilled by 2027, with four more
ordered in 2022.
Bulgaria
It was reported in November 2022 that Bulgaria was
ready to sign an agreement with Sweden and France
to lease their second-hand fighters due to the delays
of the American F-16s. The F-16s are now scheduled
to be delivered in 2025 as opposed to 2023. Full
Operating Capability of the F-16s is expected around
2028-2030.
Canada
Canada has agreed to a USD $14.2 billion deal for 88
F-35s to replace its CF-18s. First 4 aircraft expected
to be delivered in 2026, six to be delivered in 2027
and then again in 2028. Delivery completion is
expected in 2032.

Chile
In March 2023, Chile ratified the modernization of
their F-16s. Under a USD $634 million price tag, the
sale is expected to include new hardware such as 19
Joint Helmet-Mounted Cueing Systems (JHMCS); six
inert MK-82 (500LB) general purpose bomb bodies;
two MXU-650KB Air Foil Groups (AFG); 44 LN-260
Embedded GPS/INS (EGI) and 49 Multifunctional
Information Distribution System Joint Tactical Radios
(MIDS JTRS) as well as software upgrades.
China
According to think tank IISS, China is expected to
continue production of J-10C, J-16, and J-20. Reports
indicate that China is developing a new generation
UCAV, the FH-97A to pair as loyal-wingman with the
J-20.
Colombia
Colombian Minister of Defense Iván Velásquez,
announced in January 2023, that it had failed to
reach an agreement to replace the Kfir C-10s and
C-12s with both Dassault, for the Rafale, and Saab,
for the Gripen as the CONOPS document, informing
the procurement strategy, of the previous government
had expired before an agreement could be made. A
new CONOPS document is expected to be created.
Croatia
First Rafales for Croatia are expected to be delivered
in 2023. A total of 12 are expected. The acting
President Zoran Milanović has criticised the deal
stating preference for ground based anti-air systems.

Czech Republic
The Czech government has decided to launch
negotiations with the US to buy 24 F-35s (2
squadrons). Delays in negotiations are expected.
Denmark
Denmark received the first of their 27 F-35s in 2023.
Full order expected to be completed in 2026.
Egypt
Deliveries of the 30 additional Rafales are expected
to take place between 2024 and 2026, according to
the French Defence Ministry. The new Rafales will be
of the F3-R variant. It has been reported that Egypt
plans a fleet of 72 or 100, depending on financial
factors.
Finland
Finland is currently awaiting the delivery of 64 F-35As
to be delivered between 2026-2030. These new jets
are set to replace its 55 F/A-18s.
France
In 2023 France received its first Rafale F4.1 fighter
variant with at least one more expected in 2023. Full
availability of the F4 expected by 2025. 13 Rafales
of the previous tranche expected to be delivered in
2023.
In April 2023, the French Airforce launched phase
1B of the FCAS Program. Over the course of 3 years
the phase is expected to cost GBP 3.2 billion and
will cover work done on the demonstrator and its
components.

Germany
Germany announced in December 2022, that it would
purchase 35 F-35 fighters from the US under a USD
$8.4 billion programme. Initial Operating Capability
expected in 2028.
Greece
As of 2022, at least 8 Rafale’s have been delivered of
the 24 ordered.
Greek Defence, Minister Nikolaos Panagiotopoulos,
has lobbied the US for access to the F-35
programme. Greece has sent an official request
to buy twenty F-35s. Sale has been approved by
US Senate Foreign Relations Committee but yet to
become official, if it does deliveries are expected in
2028 and 2033.
India
India is reported to currently reported to be in
the market for a new 5th generation fighter. It is
currently undetermined from where the new plane
will be sourced, but indigenous industry has received
requests.
Indonesia
In 2023, Indonesia confirmed it had bought 12
Mirage-5 fighter jets from Qatar under a USD $800
million deal.

Israel
In 2022, it was reported that that Israel received 3
more F-35 to join the 33 already delivered. Remaining
planes are planned to arrive in batches of twos and
threes until 2024 to a total of 50.
In 2023, Boeing Defence, Space and Security
President and CEO said that the company would
supply 25 F-15IA fighters with option for 25 more.
Italy
In 2022, it was reported that Italy signed USD $524
million deal for 14 F-35As and four F-35Bs.
60 F-35As and 30 F-35Bs are expected to be
delivered, with 23 already delivered as of 2023.
Final Operational Capability planned for December
2023 for the Italian Air Force, while Initial Operating
Capability for B variants expected in December 2024.
Japan
It was announced in May 2022 that the F-3 would be
jointly developed with the UK.
In February 2022 it was announced that 68 F-15Js
would be upgraded under the JSI programme.
Jordan
In 2023 it was announced that the Royal Jordanian
Air Force to purchase 12 Lockheed Martin F-16 C/D
Block 70/72s, four more than what was originally
announced in 2022.

Kazakhstan
It was reported by Russian media agency TASS,
that in 2022 four SU-30SM ‘Flanker-H’ were to be
delivered at the end of 2022. 20 SU-35SMs have
been reportedly delivered.
Malaysia
In 2023, the Royal Malaysian Air Force announced a
contract for 18 KAI FA-50s under a USD $920 million
contract with first deliveries scheduled for August
2026.
Morocco
It has been reported that 23 Moroccan F-16s will have
their software updated in 2024.
Further reports indicate that Morocco will receive the
F-16Vs in 2025.
Netherlands
In 2022, it was announced that Netherlands is
considering acquiring six additional F-35As under its
spending priorities (Defensienota 220).
Nigeria
It was reported in 2023, that Nigeria is looking to
procure 24 Leonardo M-346.

Norway
It has been reported that in 2023, Norway had
24 active F-35s with 18 still on order. Full order is
expected to be completed in 2024.
Pakistan
A dozen JF-17 Block 3 batch has reportedly been
received out of a total order of 50.
Philippines
It was reported in April 2023, that the US and
Philippines were in talks in supplying F-16s.
Poland
In April 2023 it was reported that Polish F-35A aircraft
have begun production. Deliveries expected to occur
from 2024 to 2030.
Qatar
It was reported in 2022 that the Qatar Emiri Air
Force received its first Eurofighter Typhoon out of the
ordered 24.
In March 2023, The UK RAF signed a deal with the
Qatari air force to continue joint Typhoon operations
for the following two years.
It has been reported in May 2023, that the last two of
36 F-15QA have been manufactured.

Romania
According to the country’s supreme defence council
(CSAT), Romania aims to buy F-35s, number and
timings yet to be published.
Russia
In December 2022, Rostec announced that it has
supplied a “batch of Mass-Produced Fifth-Generation
Su-57 Fighter Aircraft” under a large-scale contract
with the Ministry of Defence of the Russian
Federation.
It has been reported that 76 SU-57 fighters would be
delivered by 2028.
Serbia
Serbian president, Mr. Aleksander Vučić, has stated
that the nation is currently looking for a new fighter,
where he mentioned the Rafale as the best option. A
letter of request is expected to be sent.
Singapore
Singapore has exercised a contractual option to
acquire eight more F-35B, brining the total to 12. The
F-35s are set to replace the F-16s by 2030.
Slovakia
In 2022, it was announced that due to the global chip
shortage that deliveries of the 14 F-16s were pushed
back to 2024.
South Korea
A plan to upgrade South Korea’s F-15Ks approved in
2022.
A Plan has been approved to purchase F-35As under
a USD $2.85 billion programme. Purchase is expected
to take place in 2028. 20 units have been estimated
by national news agencies. This would be added to
the 40 F-35As the nation already operates.
Switzerland
Is set to receive 36 F-35As under a USD $6.25 billion
contract. The F-35As are expected to be received
between 2027 and 2030, replacing the nation’s F/A-18
Hornets and F-5 Tigers.

Taiwan
Taiwan’s delivery of 66 F-16Vs, which it ordered in
2020 under a USD $8 billion contract has been
delayed to Q3 2024.
Turkey
In May 2023, Turkey revealed its first TF-X stealth
fighter prototype. Production of fighter expected to
reach two a month by 2029.
Turkey has received first locally upgraded F-16 under
project Ozgur. 30 to 35 F-16s are expected to be
upgraded in the first phase.
UAE
It was reported by Dassault Aviation in April 2022,
that the UAE has paid the first down payment for the
acquisition of 80 Rafales.
It has been reported that the UAE has expressed
interest in obtaining 50 F-35s, however worries on
both sides stall negotiations.
UK
In December 2022, Lockheed Martin announced that
it had delivered a total of 30 F-35Bs of the first batch
with the remaining 11 to follow in 2024 to 2025.
It has been reported that naval F-35s to reach full
operating capability by 2025.
UK MoD has awarded £650 million to manufactures
working on the Tempest to advance said programme.
The funding is expected to “fuse” the combined
technologies and expertise of international tempest
partners and deliver a fighter jet by 2035.
Uruguay
Six BAE Hawk 200 and two BAE Hawk 100 have been
offered to replace the A-37 Dragonfly under a USD
$110 million proposal.
United States
It has been reported that the first NGAD Award is
scheduled to occur in 2024. Contracts worth not yet
disclosed.
USAF Secretary Frank Kendell reportedly commented
that notionally, the first batch of NGADs would consist
of 200 manned fighters and 1,000 high-performance
drones.
